Effects of COVID-19 on the throughput of seaports in the Hamburg–Le Havre range

Abstract: COVID-19 impacted different regions over different timeframes and with different effects. This chapter describes and analyses the consequences of the pandemic on the main seaports of the Hamburg–Le Havre (HLH) range. This range comprises the five main ports of the European Union and is, as such, the main gateway to Europe. The chapter starts by describing the range's role and importance for Europe. The next section describes the timeline of the arrival of the outbreak in Europe. The third section presents the evolution of the throughput of the five main cargo types in the ports of the HLH range. The fourth section looks at the effects in the four biggest ports. The fifth section concludes and gives suggestions for further research. The ports initially saw a drop in cargo volumes caused by supply chain bottlenecks overseas. However, most seaports recovered rapidly, although the effects differ for the different cargo types and the inbound and outbound volumes. In the HLH range, port operations inside the ports were only marginally hindered by the local COVID-19 measures, mostly those related to the health of the ship crews impacting mooring and crewing operations.
