Transport-in-All-Policies approach

Junyi Zhang, Ying Jiang and Yongyi Zhang

Chapter 23 in Research Handbook on Transport and COVID-19, 2025, pp 469-490 from Edward Elgar Publishing

Abstract: This chapter introduces the “Transport-in-All-Policies” (TiAP) approach, an innovative methodology for transport policymaking. The goal is to comprehensively address diverse transportation challenges within society. Essentially, TiAP systematically integrates transportation considerations into all non-transport policy domains. Recognizing the complex interconnections between transportation, economic activities, social development, environmental sustainability, public health, and more, TiAP advocates for unified, interdisciplinary, and cross-sectoral strategies to address transportation challenges and beyond. It includes policy integration, stakeholder engagement, evidence-based planning, efficient resource allocation, technological innovation, and continuous assessment and improvement. The chapter outlines TiAP implementation principles and discusses key implementation challenges.
