Boosting quality of megaprojects through governance mechanisms: perspectives of mega water transfer projects in China

Abstract: Megaprojects need to have good outcomes because they are essential and strategic infrastructure. This study developed a predictive model to forecast the quality of megaprojects based on governance-related constructs in social responsibility. Using a structured questionnaire, data was collected via an online survey from experts involved in mega water transfer projects in China. A formula to forecast project quality was developed using specific governance measures comprising group norms, social identity, organizational support, and obligation. Megaprojects are likely to exhibit higher quality when project participants feel that they are influential stakeholders, have internal obligation to take collective action, have resolute goals to take socially responsible collective action, and have established a social responsibility management system. The findings suggest that the quality of megaprojects is not driven only by superior project management practices, but also influenced by stakeholders’ governance-related practices to fulfill social responsibilities. Recommendations to boost project quality through governance mechanisms are provided.
