Checklist of an employment guarantee programme: the Plan Jefes de Hogar from Argentina revisited 20 years later

Abstract:
It is frequently said that the 21st century started in Argentina in 2002. After months of social unrest and protests in the country due to the collapse of the currency board and fixed exchange rate experiment, that saw 10 days a sequence of 5 different Presidents, the government introduced the Plan Jefes de Hogar Desempleados (Unemployed Head of Households Plan), which was the first open attempt in a western hemisphere country of a modern type of "employment guarantee" initiative. In these pages, a description of the plan and its results will be presented. From the policy lessons learnt from the experience a checklist of the structural conditions as well the conjuncture the economy and the society are facing, are outlined in order to assess its feasibility for implementation in other countries, and how this experience could shape the future of public interventions to revert recession, unemployment, and poverty.
