Abstract:
This chapter analyzes the childcare market in New York City and the impact of COVID-19 on this sector. We leverage a novel dataset by Upfront augmented with publicly available datasets to calculate demand-supply gaps in childcare provision in the city. We find stark disparities of access in center-based care for children under three, with more access concentrated in wealthier neighborhoods and greater prevalence of home-based care in less affluent areas. We examine sources of market failures in childcare provision to identify industry challenges and discuss how the pandemic exacerbated these factors. Finally, we discuss how the dual impacts of COVID-19 and caretaking responsibilities impact families, with associated impacts on businesses, tax revenues, and the path of economic recovery.
