The background to European Union shipping policy

Chapter 2 in Globalisation, Policy and Shipping, 2022, pp 5-21 from Edward Elgar Publishing

Abstract: This chapter introduces the concepts behind the reasons for shipping policy - why it is needed, what generates it and why it takes on the characteristics that it does. The nature of policy in any sector is outlined through its five main structures - jurisdiction, agencies, objectives, instruments and packages. These are then analysed in terms of examples from the maritime sector - shipping and ports - so that the relationship between policies and the maritime sector can be understood. This is then followed by an outline of the chapters to follow.
