Towards an inclusive circular economy: the wise-waste city network in China

Abstract: The transition towards ‘zero waste cities’ has been actively promoted in China in recent years, reflecting the shifting policy focus of circular economy from production stage to the consumption stage. Fast urbanization and industrialization brought significant urban waste management challenges to China. The complex flows of end-of-life products call for visionary practitioners to build efficient infrastructures not only to take back the used products for recycling, but also to create an inclusive common space in cities to accommodate the recycling activities in the sustainability transition. The urban scavengers as well as the informal resources recycling businesses used to provide cheap solutions for waste collection, sorting and recycling services, but it is difficult for them to obtain stable living space in fast-developing cities. This chapter proposes the wise-waste city network to be an approach to improve the accessibility of recycling facilities to various social levels, and bring prosperity and decent jobs for the urban marginal groups.
