Integrated transit and sustainable urban development: case studies of metro and HSR stations

Abstract: Urban development integrated with inter-city and inner-city transit stations has become very popular in China, which is often branded with sustainable urban concepts such as transit-oriented development (TOD). However, a high level of integration between transit and urban development does not take place automatically. Such practices in China are often criticised as having an overemphasis on the ‘development’ aspect instead of ‘integration’, which may lead to undesirable consequences such as wasting open land and creating local financial debts. This chapter takes urban metro station areas and HSR new towns as examples of urban projects integrated with inner-city and inter-city transit stations. Through analysing the decision-making processes in these practices, especially regarding the interactions and interventions among actors, this chapter illustrates the influence of local governments’ entrepreneurial strategies on developing integrated urban and transit projects. It concludes with policy recommendations for future sustainable development.
