Carbon governmentality in Chinese cities

Abstract:
This chapter has two aims. The first is to analyse the emerging art of carbon government, or carbon governmentality (CG), in Chinese cities since the mid-2000s. It does so by drawing on experiences in Shanghai, Qingdao and Hangzhou, through the lens of governmentality. The second is to use this analysis to reflect upon the influential ‘fragmented authoritarianism’ (FA) lens, exploring its relevance and limitations for understanding the central-local and intra-local relations in China’s decarbonisation programme. This investigation demonstrates a high level of complementarity between the governmentalities of the Chinese central and local states and between those of different levels of local states regarding energy conservation and emissions reductions (ECER).
