Building an industry through State aid and energy auctions: solar power

Abstract: State aid schemes have played an important role in the development of the solar PV industry, contributing to the significant growth in solar PV production capacity over the past two decades by providing solar PV producers with the financial support necessary to achieve profitability. Over this period, solar PV has matured as a technology and its costs have fallen significantly. As a result, many Member States have adapted their schemes and have introduced auction-based mechanisms. The European Commission has recently set ambitious targets for the development of solar PV capacity in the EU over the 2020s, which are partly linked to industrial considerations. These will require a significant increase in the rate of growth in solar PV installations across the EU, and state aid schemes are likely to need to adapt in the coming years to realise this objective.
