Chapter 10 in The Future of Social Care, 2023, pp 135-157 from Edward Elgar Publishing

Abstract: While Chapter Nine sets out an agenda for change that is deliverable; affordable and will bring about the changes long sought internationally; there is likely to be great resistance from existing power interests which are served by the prevailing paradigm. The chapter shows how both England and Scotland have flirted with the rights-based paradigm we have set out; but; to date, have turned against taking the plunge. This chapter will explore developments in both countries, the risks associated with the paradigm, the sources of anxiety that attach to those risks and how to mitigate them.
