Chapter 5 in The Future of Social Care, 2023, pp 66-79 from Edward Elgar Publishing

Abstract: At the turn of this century; with levels of awareness of the dysfunctional nature of the system high and decades of failure to transform it behind it; western professional and political leaders were vulnerable to offers of strategies to bring about change with the barest of evidence to support their claims. Much was under the guise of ‘personalisation’; fuelled by neoliberal ideas of change through consumerist notions of choice. This chapter explores the main strategies along with the extraordinary lengths their proponents would go to demonstrate success that wasn’t actually happening. The eligibility process remained firmly in place; defying any attempt to tame or trump it.
