A paradigm for an international approach to a rights-based system

Chapter 8 in The Future of Social Care, 2023, pp 107-122 from Edward Elgar Publishing

Abstract: The previous chapter identified what a person-centred system might look like internationally in contrast to the resource-led system bequeathed by the UK 1948 settlement. This chapter identifies the relationship between the political, professional and judiciary systems as the key to real change. It proposes a new paradigm to describe the relationship between them. The paradigm derives directly from a United Nations treaty dating back to 2006 relevant to people in need of care and support. It has been signed up to by 164 nations. However, the evidence is that implementation world-wide is lacking, although some progress has been made in global south countries. The paradigm has international relevance.
