Communication with the International Bureau

Robert Mirko Stutz and Evelyne Feller

Chapter 36 in The Hague Agreement on International Design Registrations, 2026, pp 400-407 from Edward Elgar Publishing

Abstract: This chapter explains the modalities by which applicants, holders, representatives and domestic Offices communicate with the International Bureau under the Hague System. Drawing on Part Two of the Administrative Instructions, it sets out the alternatives of postal mail, email and the dedicated eHague online interface, together with the formal requirements concerning signatures, acknowledgements of receipt and the determination of the date of receipt where time-zone differences arise. It describes electronic communication in particular, including the discontinuation of paper-based communications in favour of exclusive electronic filing, the WIPO user account and its authentication mechanisms, and the practical functionalities offered by the eHague Workbench, Contact Hague and Fee Calculator. The chapter walks through the structure of the online application, distinguishing essential, designation-specific and optional sections, and concludes by introducing the Digital Access Service (DAS), which enables applicants to provide priority documents electronically through a centralised WIPO platform.
