Chapter 3 in Animal Welfare Governance in EU Agriculture, 2023, pp 65-107 from Edward Elgar Publishing

Abstract: EU initiatives in soft/non-legally binding policy documents play an important role in EU animal welfare protection, for example: educative best practice reports, EU reference centres, and an EU Animal Welfare Platform for dialogue - in six thematic Sub-groups. Regard is paid to the recommendations of the European Court of Auditors in its first Special Report specific to animal welfare in EU Agriculture, and the European Commission’s subsequent Evaluation of the EU second programme of action in animal welfare. A central aim of this book is the adoption of an EU animal welfare label, for which there is momentum in the EU Farm to Fork Strategy for a sustainable agriculture, consistent with WTO rules. The driving force of the EU citizen/consumer in EU policy is evident in the European Citizens’ Initiative calling for a ban on the use of cages, the European Commission’s response to which is assessed vis-à-vis the GATT.
