Abstract:
Thousands of public and private shelters, private rescues, fosters, and sanctuaries care for millions of homeless animals in the US. A variety of laws, primarily state and local, govern these organizations, including when and how title to the animal transfers to the organization, whether animals must be sterilized before release to their new homes, and when and how the shelter may euthanize/kill animals under their care. Moreover, there are a variety of policies that promote the orderly operation of shelters and rescues, as well as the well-being and adoption of animals from such organizations, including proper contracts with fosters and adopters of animals, pet retention and redemption programs, medical and behavioural programs, and trap-neuter-return programs.
