Abstract:
The Universal Declaration on Animal Welfare [UDAW] is a proposed international instrument to formally establish animal welfare on the global political agenda and set the scene for introducing urgently needed safeguards to protect animal welfare worldwide. Key elements of the draft UDAW are the acknowledgement that animals are sentient and therefore their welfare should be respected, as well as the linkages between animal health, humans and the environment, including the Sustainable Development Goals. Its proponents aim for it to be adopted by governments in the form of a United Nations [UN] General Assembly resolution. The campaign was initially conceived in 2000 by a group of animal welfare organizations, led by World Animal Protection. Since 2012, the UDAW campaign strategy has refocused on introducing the concept of animal welfare into UN processes and international agreements and resolutions. Although not yet adopted, it is well supported by national governments, international organizations and citizens.
