Animals in research and testing in the US

Abstract:
Two federal statutes, the Animal Welfare Act and the Health Research Extension Act, govern the use of animals in laboratory settings in the US. The Animal Welfare Act, administered by the US Department of Agriculture, covers many animals but excludes rats, mice and birds bred for research purposes and most farm animals. The Health Research Extension Act, administered by the US Department of Health and Human Services, covers many vertebrate animals, including rats, mice, and birds. However, its scope is more limited because it applies only to research funded by a US public health agency. Both statutes rely on self-regulation for implementation. Institutional Animal Care and Use Committees [IACUCs] are charged with complying with the provisions of these laws, their regulations, and policies. There is an ongoing debate about the need to reform these statutes, centered around whether these statutes should incorporate transparency and stronger enforcement, or whether increasing administrative burdens hampers research.
