Abstract:
Legislation relating to the protection of animals and their welfare in disasters remains limited globally. This gap leads to significant risk for animals and their owners at all levels within national systems. The UN Sendai Framework created an international structure that compels governments to act to protect animals, but progress remains in its infancy. The lack of national legislation and the lack of focus on the entire disaster cycle make the creation of local legislation more problematic. While some countries have made progress, further development of legislation is only likely to occur in high-risk countries in the future.
