Animal control laws in the US

Michael Swistara

Chapter 4 in Elgar Concise Encyclopedia of Animal Law, 2025, pp 13-16 from Edward Elgar Publishing

Abstract: In the US, animal control laws generally fall under the purview of state and local government authority. In all parts of the country, dogs must be licensed and registered. Other requirements can vary by jurisdiction. These may include limits on the number of companion animals one can own, which breeds of dogs are legally allowed, restrictions on where and when dogs must be leashed, whether barking can be deemed a public nuisance, and when and how a dog could be deemed “dangerous.” Given the patchwork of state and municipal laws and regulations, animal advocates should check the specifics of their locality.
