Abstract:
The Horseracing Integrity and Safety Act, enacted in 2020, is a federal law designed to enhance the integrity and safety of horse racing in the US. The Act mandates uniform safety and anti-doping standards nationwide, implemented by the Horseracing Integrity and Safety Authority [HISA]. The Act includes the Racetrack Safety Program, which addresses horse welfare, and the Anti-Doping and Medication Control Program, which centralizes drug testing and enforcement. These measures are intended to align US horse racing practices with international standards, addressing historical issues of doping and inconsistent state regulations to ensure the integrity of racing and the welfare of the horses involved.
