Abstract: Over the years, the horse-drawn carriage industry became increasingly controversial as awareness of accidents involving exploited horses who worked in midtown Manhattan increased. Rules and regulations, while extensive, do not solve the problem – ever since a horse's nervous nature as a prey animal, coupled with heavy traffic and other sub-par working conditions, became evident. Proposed bills to ban the industry failed, but it continues to be a ‘hot issue’ in NYC and beyond. Activism remains strong, and the issue will not go away.
