Overview of Chinese animal law

Chapter 74 in Elgar Concise Encyclopedia of Animal Law, 2025, pp 280-283 from Edward Elgar Publishing
Abstract:
As is often acknowledged, laws for the protection of animals against human abuse and mistreatment are seriously lacking in China. This is so even though there are laws, regulations, and other official measures in place in China today for protecting various types of animals, and that some of the penalties for wildlife crimes are severe. The basic legal regime regulates areas associated with animals, including wildlife, animals used for research, and, to a much lesser extent, farm animals and companion animals. These laws are made primarily for regulating the utilization of animals for human purposes and for the protection of humans and human activities, not focussing on animal welfare. China still does not have anti-cruelty legislation. Nevertheless, some of the laws have been evolving together with Chinese people's changing attitudes towards animals for the past decade, with more people increasingly interested in animal welfare and legal protection of animals.
