Abstract: Public records laws exist in over 100 countries around the world and seek to inform people of the workings of their government. The presence of such laws is considered one indicator of a reputable government and is encouraged by the United Nations. An informed public is better equipped to participate in democracy and hold government officials accountable. Public records laws originated in Sweden in the eighteenth century and became more prevalent across the world in the twentieth century. In the US, animal advocates have successfully used the federal Freedom of Information Act and state public records laws to expose and combat the mistreatment of animals.
