Examining the dynamics of Muslim solidarity: a comparison of the Organization of Islamic Cooperation and the Arab League

Khurram Abbas and Zahid Shahab Ahmed

Chapter 13 in Research Handbook on International Solidarity and the Law, 2024, pp 297-311 from Edward Elgar Publishing

Abstract: Khurram Abbas and Zahid Ahmed discuss how the Organization of the Islamic Cooperation (OIC) and the Arab League represent the realization of Muslim solidarity, albeit differently. It is important to be aware of not just historical contexts but also conceptual understanding of the notion of “Ummah”. It is however difficult to conceptualise Ummah as there is no single definition but there are several references made to the Ummah in Qur’an and Hadith while referring to a Muslim community. While the Arab League is a symbol of Arab nationalism, the OIC reflects pan-Islamism. Both organizations represent Muslim states and have been promoting solidarity among their member states, for example the OIC in 2012 adopted the Makkahal-Mukarramah Pact on the Promotion of Islamic Solidarity. This chapter aims to compare relevant declarations of both organisations to understand how Muslim solidarity is driven by the concept of Ummah with the two organisations.
