Peace and solidarity: dilemmas in an age of polarization and decoupling

Abstract: Cecilia Bailliet explores the evolution of normative interlinkages between the values of peace and solidarity in an age of decoupling, tracing instruments from the Hague Conventions for the Pacific Settlement of International Disputes to the United for Peace Resolution as applied to the Russian invasion of Ukraine. She assesses the phenomenon of securitization of peace and solidarity. Further Bailliet reviews academic perspectives on peace and solidarity and institutional challenges. She presents the transnational role of civil society in demanding peace and solidarity and the phenomenon of a shrinking civic space. Bailliet specifically examines the Israeli-Palestinian conflict and the relevance of transitional justice approaches to peace and solidarity. Finally, she examines the viability of implementation of peace and solidarity and the challenge of oppressive peace and solidarity in light of increased authoritarianism, polarization, and populism, calling for recognition of pro homine solidarity.
