The evolution of the International Federation of Red Cross and Red Crescent Societies’ work in disaster law

Abstract: This chapter profiles the history of the IFRC Disaster Law Programme and its contribution to the field of international disaster law. The chapter discusses key milestones in the program’s history, including the development of guidance documents and their endorsement by resolutions adopted by the International Conference of the Red Cross and Red Crescent. These milestones are paired with key developments in international disaster law more generally to demonstrate how IFRC’s work on Disaster Law has gradually evolved, culminating in an approach that emphasises the importance of a strong legal base for comprehensive disaster risk management. Importantly, the chapter demonstrates how IFRC’s approach differs from that of many other international organisations in that it has always been concerned first and foremost with strengthening domestic legal frameworks, with its contributions to international norms being largely a by-product of this approach.
