Hugo Cahueñas, Laura Carrión and Juan Felipe Idrovo Romo

Chapter 18 in Research Handbook on Disasters and International Law, 2024, pp 362-382 from Edward Elgar Publishing

Abstract: This chapter provides a perspective from one of the nations of South America, Ecuador and critically examine the extent to which present laws and practices in Ecuador safeguard women and individuals affected by human mobility in the face of disaster risk. Their chapter analyses the legislative policies in place and evaluates the response to the 2016 Ecuador earthquake as a case study. Thoroughly exploring the gender and intersectionality approach, and focusing on mobility as a factor that heightens vulnerability, the chapter also explores the issue of gender-based violence, and propose gender and intersectionality strategies to mitigate susceptibility. It argues for the creation of laws that guarantee the permanent provision of services and access to justice for those survivors of gender-based violence should be one of the main focuses of disaster risk management and legislation.
