What entity bears responsibility for disaster prevention, response and rebuilding?

Abstract: This chapter discusses the international responsibility of states in the prevention of, response to, and rebuilding after disasters. Although there are domestic obligations with respect to disaster events are set out in the various constitutional arrangements in place for each state this chapter argues that in addition to these obligations, there exist international obligations towards victims of disasters. It is the thesis of this chapter that international disaster law engages with an important doctrine developed in the context of armed conflict, the responsibility to protect, which arguably lends detail to state and international obligations in the event of disasters. There is thus an overarching concept of international responsibility that moves a state from asserting their sovereign independence to assuming their obligations towards the international community.
