The EU governance of social welfare

Abstract: This chapter sheds light on the long-term evolution of social policy competence at the EU level. EU instruments for governing social and employment policies have changed over time: the early stages of the EU welfare policy were characterized by regulations, social dialogue, and financial resources for the member states, while the last decades have seen the emergence and development of programmes for the coordination of national policies. All this has been consistent with the establishment of complex institutional architectures that have increased synergies between different modes of governance and the potential for an influence on national policies. In particular, the EU has increasingly shaped welfare reform debates with new ideas and programmes. We see evidence of this in the promotion of social investment, on the one hand, and eco-social policy, on the other.
