Critical infrastructures protection

Abstract: Critical infrastructures are systems and assets that provide crucial services for society. Ensuring their function is a responsibility that typically lies within a state's competence. However, recent accidental and intentional events with cross-border impacts have made it clear that a coordinated programme for their protection at the EU level is key to ensuring their functioning. Several initiatives have been adopted by the European Commission with the aim of ensuring EU oversight. The key measure is the EU framework for Critical Infrastructure Protection (CIP), which has been replaced by the Directive of the European Parliament and the Council on the resilience of critical infrastructures (which entered into force in 2023). That Directive introduces significant novelties which reinforce the role of the Union in protecting infrastructures and embeds an EU-coordinated supranational approach in this domain.
