Maritime security

Abstract: Maritime security has become a key priority for the European Union (EU). An enhanced EU presence in the maritime space has been deemed a security imperative and in the economic interest of EU member states. This chapter takes stock of EU maritime security governance, particularly the deterioration of international cooperation and multilateral maritime governance regimes. The analysis focuses on the EU's external maritime foreign and security policies agreed and conducted under the EU's common foreign and security policy (CFSP). It finds that the EU is focusing more on core security and defence imperatives and is, in this sense, becoming increasingly a traditional security actor in maritime space. Yet, when it comes to largely unregulated territories such as the high seas, the EU remains multilateralist at its core and adheres to the principle that its own security is best served by creating stable governance regimes through multilateral institutions.
