Chapter 32 in Handbook of European Union Governance, 2025, pp 459-474 from Edward Elgar Publishing
Abstract:
This chapter examines the European Union's efforts to extend the European system of governance into its Black Sea neighbourhood, focusing on its attempts to create a regional order in the Black Sea region that is consistent with its norms and objectives. In an effort to ensure the long-term stability of the EU and security for its citizens, the organization has sought to foster economic growth and prosperity, democratic consolidation, and security and stability across its periphery. This chapter explores the evolution of the EU's engagement with the region and the outcomes of its various policies and initiatives, arguing that Russia's war in Ukraine has underlined the importance of the wider Black Sea region and strengthened the EU's position.
