Abstract:
The European Union (EU) governance in EU relations with Mediterranean neighbour countries (MNCs) has experienced many phases. Since 1995, the EU has launched various legal, policy, and institutional frameworks to frame Euro-Mediterranean relations within a comprehensive approach. Regional platforms have been re-framed over time, and bilateral cooperation has been fostered. The Mediterranean Neighbourhood remains a priority area in EU external governance, as the latest New Agenda for the Mediterranean (2021) demonstrates. In the time span of almost 30 years, cooperation issues have been prioritized, and the content of EU governance has been shaped as a matter of urgency, with highly politicized issues such as migration ranked high on the regional and bilateral cooperation agenda. Utilitarian do ut des dynamics have emerged, with EU governance engaging Mediterranean neighbours in the management of burning issues.
