Chapter 36 in Handbook of European Union Governance, 2025, pp 515-526 from Edward Elgar Publishing
Abstract:
The European Union has emerged as a major player in the governance of space within and for Europe. While space infrastructure projects such as Galileo have greatly contributed to the EU economy, they have also entailed the greater centralization of space governance at the EU level. To date, the role of institutions such as the European Commission has been confined to the management of programmes and additional duties regarding space surveillance. This has followed on the back of the EU's overall approach to space, which has largely been characterized by a commercial or economic focus geared towards using space as an enabler for the Single Market. However, owing to broader global geopolitical shifts, the EU has started to view space through a more strategic lens that includes security and defence. In combination with industrial and technological shifts, EU space governance is on the cusp of a potentially interesting evolution.
