The European Union and global ocean politics

Abstract: Global ocean politics is heterogeneous, polycentric, and complex. While the UN Convention on the Law of the Sea provides a common framework, global ocean politics is differentiated across maritime issues, such as shipping safety, fisheries, and regional seas. This chapter investigates the roles and positions of the EU within this heterogeneous global field. Detailing the co-evolution of the global field and the EU institutions leads to a discussion of how the EU has increasingly striven towards a coherent global ocean policy. Yet, the EU institutions have struggled, given the tendencies to develop issue-specific policies and regional strategies, as well as how to cope with the integration agendas of new ocean paradigms, such as the blue economy and maritime security. The EU has a very powerful position in global ocean politics, but the heterogeneous character of the field implies challenges for developing a coherent global ocean policy and consistent external action.
