Abstract:
The EU conducts the governance of nuclear proliferation in multifaceted ways. This chapter addresses how the EU engages global governance actors and navigates those relational webs. In answering these questions, the chapter focuses on EU competencies, structuring powers, and navigation of its institutional environment. First, it highlights progressive increases in the EU's issue scope and membership, the increased interest in global governance issues and actors, and the partnerships established with other countries and organizations. Second, it discusses EU competencies across this issue area and demonstrates the variability of EU actorness. These two sections equip us to examine not only the EU's formal powers vis-à-vis its member states but also its structural powers. Third, the chapter focuses on the EU's institutional landscape and the strategies employed to realize its preferences in the global governance of non-proliferation. Overall, this analytical lens enables us to question EU narratives about its liberal aspirations for global governance.
