Abstract:
This chapter argues that innovation is not just about corporations but rather has become a community-based phenomenon. Communities thrive when resources, energy and passion are leveraged for innovative activity. Thus, policy and institutions to spark innovation have become a priority for cities, provinces and regions, providing a mandate for sub-national governance. The locus of sub-national governance for innovation, along with the of institutions, policies and instruments is analyzed. Both theory and empirical evidence highlight the emergence of a new role sub-national governance to create an institutional and policy context that is conducive to innovation and entrepreneurship.
