Chapter 5 in The Role of the Public Sector, 2022, pp 46-59 from Edward Elgar Publishing
Abstract:
This chapter presents and discusses how taxation might be carried out in order not only to finance public sector activities, but also to influence allocation, distribution and stabilisation. There may be differences in the distributional effects of using different taxes and duties, while there must be a willingness to pay the necessary taxes and duties in order to finance the public sector, and this might be influenced by the distributional impact. These possible conflicts and their impact on societies' development are discussed, including who in fact pays the different taxes and duties (the tax incidence). Exemptions in the tax systems (see also later on tax expenditures) can be a way of supporting or reducing payments for certain groups. Taxation's might have a possible impact on labour supply and savings, as this has been one of the central discussions in several welfare states as to whether and, if so, how the tax system distorts the development of societies.
