The welfare state and handling health challenges

Abstract: Welfare states face several challenges related population health. There are policy levers to improve some challenges while others are much more intractable. Ageing populations, increasing inequality, and the changing nature of work have health and financial implications requiring policy focus. Specific to health, obesity, mental health, substance abuse, lack of physical activity and infectious disease (antibiotic resistance) all pose financial and quality of life costs to populations. The health challenges named only stand to increase the financial burden related to heath on the public sector. Health systems have standard tools of regulation, financing, production of goods and services and income transfers but there are some nuances available within these broad buckets of instruments. Health expenditure can sharpen its focus on value, employ technology to improve health care access and finally, use low-cost intervention such as nudges where we have evidence that they can help particularly with behavioral decision-making.
