Key leadership and governance attributes in air route development in Australia: pre- and post-COVID relevance

Bojana Spasojevic

Chapter 14 in Research Handbook on Air Transport Leadership and Governance, 2025, pp 213-233 from Edward Elgar Publishing

Abstract: This chapter delves into the Australian Airport Route Development (ARD) context within the broader ARD study, focusing on leadership and governance attributes. The primary data, collected pre-COVID-19 in 2019, explores these attributes across ARD stages. Participants were assigned crucial attributes across four stages, providing insights into their roles. Interviews were conducted with airport stakeholders to gather perspectives on ARD stakeholders and their engagement. The COVID-19 pandemic severely impacted the global aviation industry, disrupting air travel and economic activities. As leading ARD organisations, Australian airports shifted from long-term planning to short-term operations during this period. Despite the challenges, collaborations among airports, airlines, and tourism authorities persisted. The study underscores the resilience of the Australian aviation industry, highlighting recovery strategies and successful partnerships that led to surpassing pre-COVID seat capacities in international markets. The rivalry between Sydney and Melbourne airports drove Melbourne to achieve remarkable post-COVID recovery, attributed to collaboration with new airline partners. Other capital city airports also witnessed growth through partnerships, strategic planning, and risk sharing. The conclusion outlines the critical role of ARD in the development of airports and airlines, emphasising the importance of leadership and governance attributes. The study advocates for a post-COVID analysis to understand the evolving dynamics of ARD recovery activities, particularly the enduring significance of strong partnerships.
