ABEAR's role in the governance of Brazilian commercial aviation during the COVID-19 pandemic

Abstract:
This chapter analyses the role of Associação Brasileira das Empresas Aéreas (ABEAR) on Brazilian commercial aviation governance during the COVID-19 pandemic in 2020 and 2021. The chapter briefly analyses the history of Brazilian commercial aviation since 1927. It presents the devastating impact of the pandemic from March 2020 on sector demand. The chapter discusses the expressive success achieved on many action fronts (both operational and humanitarian) attacked by ABEAR, without governmental subsidies, to mitigate the effects of the pandemic on Brazil's population and the industry. The chapter reports the actions articulated by ABEAR regarding the rescue of Brazilians affected abroad by the pandemic and the free transport of vaccines, professionals, and medical equipment. Airlines maintained a minimum air network reaching a level of services, in terms of the number of cities served, at the end of 2021, which was higher than in 2019.
