Abstract:
Governments worldwide have used “their” airlines as an instrument of governmental policy. The instrumental effectiveness of airline state ownership depends largely on the appropriate corporate governance of these companies. We suggest a typology of state-owned airlines (SOA) as governmental instruments and use the case study of Indonesia's national airline Garuda to indicate how changes in governmental objectives are transposed into corporate governance practices that impact the airline's effectiveness. In doing so, we highlight the challenges of managing and governing SOAs, especially when governmental priorities shift. We suggest levers in airlines’ corporate governance design to alleviate these challenges and point to the critical role of ministries’ “executive” offices owning these airlines.
