Abstract:
This chapter examines the pivotal role of administrative capacities in enhancing reflexive urban governance. It highlights the integration of boundary work—collaborative, competitive, and configurational—as essential for managing complex urban challenges through network governance. The findings underscore that effective network governance is not solely about cooperation but also involves negotiating power dynamics and resource allocations among diverse stakeholders. Urban administrations are identified as central nodes within governance networks, responsible for both policy implementation and fostering the conditions necessary for effective governance. The chapter stresses the importance of developing strong administrative capacities that align with the dynamic needs of urban environments, thereby supporting more responsive and resilient urban systems. Through rigorous boundary work and enhanced administrative capacities, cities can better navigate the intricacies of network governance, ensuring policies are robustly implemented and adapted to meet evolving urban challenges.
