Abstract:
It has been argued that addressing persistent issues such as climate change and energy justice requires new forms of governance. These have variously been described as transition, adaptive, reflexive or climate change governance – what they have in common is a reflexive attitude, which entails questioning the very ideas, rules and practices of the governance that is enacted. This chapter explores how such reflexive forms of governance materialize in a city's efforts to address energy justice through experimentation, by investigating the use of reflexive monitoring in action (RMA) in Antwerp, Belgium. The aim of this chapter is to understand how learning took place in this process, and to what extent reflexivity was triggered. We discuss what insights on reflexive urban governance emerge from the practice of RMA and energy justice, and make recommendations for future implementation. This research draws on nearly two years of data collection and experience as reflexive monitors in Antwerp.
