Labour market shortages and exclusion practices: the irrationalities of the labour markets and the legislation

Abstract: Employment is crucial for participation in economic and social life and is fundamental for migrants’ societal inclusion. The contribution to rural development and the positive impacts of migration on demographic change are part of labour market integration. Legal frameworks make access to national labour markets complex, and it is often restricted for different migrant groups. Migrants are therefore often pushed into informal work or jobs for which they are overqualified, but in rural regions such as Carinthia and Arag—n labour is in high demand. This chapter aims to comparatively analyse and discuss the similarities and differences of legal frameworks for migrant’s access to the labour market, regional shortages and demands, and the inclusion irrationalities migrants face in the rural regions of Carinthia (Austria) and Arag—n (Spain).
