Chapter 4 in Handbook on Big Data, Artificial Intelligence and Cities, 2025, pp 35-72 from Edward Elgar Publishing

Abstract: The emergence of new urban data and digital solutions has given rise to the concept of the ‘smart city.’ However, there remains a critical need to translate it into practical applications, particularly in the context of small towns’ vitality. This chapter addresses the question: ‘To what extent can urban smartness contribute to the vitality of small towns?’ This chapter aims to evaluate whether the adoption of smart strategies and solutions has a transformative effect on how individuals perceive or use urban spaces. The objective is to present a big-data-driven framework for assessing the interplay between urban smartness and the realization of vibrant urban environments. Furthermore, the chapter proposes a comprehensive analytical framework capable of establishing a correlation between the smartness levels of small municipalities. It leverages urban big-data-based indicators, guiding the trajectory of development and fostering the implementation of smart strategies to create livable communities.
