From the White Paper to REACH: the hours-free journey of socio-economic analysis

Abstract:
Chapter 4 describes the political history of SEA in REACH, and identifies its origin and formulations during the very long and controversial negotiations in the European Parliament and in the Council, between 2001 and 2006. From the discussions around the White Paper and the consultations organized by the Commission in the 2000s, through the negotiations for REACH and the socio-economic impact studies that marked them out, to the various conferences relating to SEA and the writing of ECHA guides, SEA played its role as a space for expressing interests and as a resource to continuously reshuffle the balance of power between the two co-management partners, authorities and industry. The chapter shows how SEA played a role of "mediator of compromise", in particular to maintain the authorization procedure in REACH, in the face of virulent attacks from industry and the unfavorable attitude of the Right wing in the Parliament.
