Abstract: Chapter 5 traces the process of writing the ECHA's socio-economic analysis guidance, specifying the application of the tool in restriction and authorization procedures. Instead of profiles of technical expertise, the working group set up by the Commission was made of representatives of the main REACH stakeholders and essentially contributed to identifying the main potential points of divergence related to SEA. This confirms the political function of the tool, which took precedence over any practical objective of calculating the real impacts on the economy of the measures to be taken. The group's work allowed for a gradual construction of micro-grounds for compromise in the guide - through the definition of terms, the choice of hypotheses and of methods. Writing the guidance was a pivotal process in the institutional history of the SEA in REACH, which ended up favoring CBA as a translation of SEA.
