Co-management contested: the controversy on the role of SEA in authorisation

Abstract: Chapter 8 draws from current debates around the role of SEA in REACH. After a short period of learning and awareness of the role of SEA, the “excluded from co-management” claim the political role that is denied to them by the regulator - regulated couple. The micro-grounds for compromise, carefully developed in the text of the regulation, in the ECHA's SEA guidance and in the proceduralization of SEAC's work, and accepted by the authorities as much as they are exploited by industry, are contested by the civil society and by the left / green wing of the European Parliament. The chapter uses several case studies to depict the controversy: the phthalate DEHP in recycled PVC, lead chromate, sodium dichromate, and chromium trioxide.
